Does my foreign spouse have to provide proof of German language skills before arriving in Germany?

Yes. Under the amended Immigration Act which entered into force on August 28, 2007, foreign spouses have to prove they have at least a basic knkowledge of German unless one of the legal exemptions provided in Section 30 Paragraph 1 of the Residence Act applies.
